In order to facilitate employees to take care of their family members and pick up and drop off their children, CSC has implemented a system of flexible working hours. Employees on the regular shift can adjust the commuting time of half an hour regarding working hours after obtaining the consent from their executives. Apart from having established breastfeeding rooms, CSC has also planned a group insurance, which is partially subsidized by CSC, for employees. Since this insurance includes life and accident insurance coverage, employees can choose different levels of insurance coverage according to their needs. Employees stationed abroad also enjoy fully-subsidized group insurance provided by CSC, which consists of life, accident, medical, and hospitalization insurance coverage. In 2021, CSC added not only overseas outpatient insurance coverage to the aforementioned group insurance but also the notifiable communicable disease health insurance in Taiwan for this group of employees, which covered COVID-19 and other communicable diseases announced by the Ministry of Health and Welfare. A comprehensive insurance system offers employees the best care and protection and ensures that employees feel secured both at work and in life.
CSC established the "Regulations Governing Leave and Subsidies for the COVID-19 Quarantine and Isolation" after a consensus with the CSC Labor Union had been reached in a labor-management meeting to ensure that employees could undergo isolation or quarantine for non-work-related reasons with calmness. According to these regulations, employees who applied for unpaid COVID-19 isolation or quarantine leave during the periods from the beginning of the Level 2 COVID-19 alert to December 31, 2022 were entitled to receive a daily subsidy of NT$1,000 for a maximum of 14 days each time. A total of 1,213 people had applied for the subsidies with the total amount reaching NT$4.23 million. CSC divided employees into different groups and implemented work from home in accordance with the government's pandemic prevention policy in 2022 to prevent cluster infections. CSC also provided employees diagnosed with COVID-19 with sick leave that did not affect their attendance. If an employee was still tested positive after the statutory quarantine period had ended, two more days of paid quarantine leave was granted so that all employees could work with greater peace of mind.
CSC has created a welfare-friendly work environment, strengthened the well-being of employees, and aimed to attract young talents to join the CSC Steel Family. To maintain work-life balance, CSC has also encouraged employees to engage in leisure activities. Additionally, employees and their family members are invited to participate in various activities held by CSC every year to maintain their bonds and enhance their sense of unity.

CSC has introduced the Employee Stock Ownership Trust (ESOT) since July 1998. The purpose of CSC's ESOT is to enhance workplace cohesion, boost employees' awareness as shareholders, align employee incentives with the company's growth, and safeguard employees' retirement life.
Once employees apply to join as ESOT members, the company will allocate 20% of the total deposit amount of each individual member as a bonus. In addition, for members with more than 1 year's ESOT membership (meanwhile continuously depositing) and more than 5 years' seniority, applicable to the Labor Pension Regulations, the company will also allocate 2% of their basic salary as a public withdrawal trust deposit. To enhance the talent recruitment and retention, and to take care of its employees' retired life, CSC continues to optimize the shareholding trust system. In 2024, CSC introduced a new allocation rate of 30% scheme while maintaining the current allocation rate of 20% scheme and delivered the incentive bonus to ESOT which aims to enhance employees' engagement, internal cohesion, and solidarity.
As of 2024, the number of CSC's employees is 9,518, and the ratio of employees joining CSC's ESOT is approximately 93.8%.The shares of CSC's ESOT account for 2.59% of CSC's shares outstanding, making it the second-largest shareholder. In sum, CSC's ESOT not only helps to stabilize the company's shareholding but also enables employees to accrue their second pension and safeguard their retirement life.
CSC arranged for professional counselors from the Teacher Chang Foundation and Bitter Sweet Counseling Center to provide counseling sessions at its plants. Counseling services were provided 493 times in 2024, in which the majority of issues were family, workplace and self, and philosophy. CSC also held two psychological adaptation seminars on “workplace communication”, and "family relationship were organized to help employees relieve psychological stress.

CSC has formulated the Rules for Family Bonding Activities aimed at inviting employees and their dependents to participate in various outdoor activities, such as mountaineering, hiking and trekking, outside its plants. In 2024, a total of 9,522 people applied for subsidies for family bonding activities, which benefited domestic travel.
In 2024, four singles networking activities will be held with Labor Union of CSC for unmarried employees, expanding social events after work to provide opportunities to get to know friends of the opposite sex, and create happy families if possible, improving the vibe within the organization and employee engagement.
CSC Labor Union organizes Family Hiking Activity every year to provide leisure and entertainment for union members and their families, as well as CSC's Welfare Committee members and their families. By doing so, employees and their families can enjoy outdoor picnics, and get to know about the company's operating status and the achievements by Labor Union of CSC in the past year. The number of applicants in 2024 was nearly 40,000.
In response to the wave of retirement and to care for retirees, CSC has established the CSC Retiree Service Section under the Human Resources Department. Its main tasks are to help retiring employees to understand their retirement rights, properly plan their retirement life, and pay attention to physical and mental health. The Lohas mutual aid strategy is also promoted. In terms of caring for the retirees, CSC encourages them to continue learning and be volunteers to contribute to the society as a form of practicing reciprocity in fulfilling CSC's corporate social responsibility. Furthermore, CSC assisted the retirees of the CSC Group to apply to the Kaohsiung City Government for the establishment of the CSC Retirees LOHAS Society in February 2014 to promote healthy living and participation in public welfare activities, which was a manifestation of a model lifestyle for senior citizens.

In response to CSC's manpower succession and passing on of the retirees' experiences
in the wave of retirement, they have been recruited into the retiree talent pool.
Moreover, CSC lists the numbers of retiring employees, voluntary retirees, and those
in special projects every month, and the retiree database is regularly updated. If CSC or its subsidiaries need professional consultation or solving engineering or technical problems, an application for manpower needs may be submitted. Retirees will be selected from the retiree talent pool, and if the consent is granted by both the appointing unit and the selected candidate, a contract of employment may be finalized by both parties. |

Lectures and farewell parties | Retiring employees are invited to attend the Lohas lectures to learn more about their retirement rights, plan their retirement life, and pay attention to their physical and mental health. The Retirement Systems |
For those who are subject to the "Labor Pension Act," the new labor retirement
system, CSC will allocate 6% of their salary to the Bureau of Labor Insurance every
month in accordance with the law; for those who are subject to the pension system of
the "Labor Standards Act," the previous labor retirement system, CSC will allocate a
certain percentage of the total monthly salary to the employee retirement funds and
deposit it into a special account in the Bank of Taiwan. By the end of 2024, 7,880
employees were eligible for the new retirement system, and 1,638 employees remained
under the previous labor retirement system. The Retirement Fund Management Committee was also established by CSC. It is responsible for reviewing, supervising, and checking the allocations, depositing, and expending of the pension funds of appointed managers. The pension funds are deposited in the name of the management committee. |
The China Steel Corporation Employee Welfare Committee is jointly formed by CSC and its subsidiaries(including CSAC, Dragon Steel, China Steel Global Trading Corporation, China Prosperity Development Corporation and Sing Da Marine Structure Corporation, etc., a total of 5 companies), and 27 welfare committee members are appointed by both labor and management. In order to provide generous working conditions and meet the needs of employees, the Committee set up a welfare center that provides multiple welfare facilities such as employee convenience shop, cafeteria, resort, single dormitory, gym, commute bus, laundry service and reading room. These facilities are not only opened to employees but also contracted labors and local residents. Every year, CSC conducts a satisfaction survey of the welfare center. The average score for satisfaction survey in 2023 was 85.3, and the data coverage was 36.5%.

Club Activities
CSC has encouraged its employees to take part in club activities. As of the end of 2023, the CSC Employee Welfare Committee had established a total of 41 clubs along with leisure and sports venues. A Large-scale Outing Held for Employee Family Members in 2023
The CSC Welfare Committee holds regular large-scale outings every year. Approximately 15,000 employee family members took part in the 2023 outing at the Cheng Ching Lake Scenic Area in Kaohsiung. The activities included performances of Hakka dances by students from Meinong Elementary School, a chorus performance by indigenous students from Taiwu Elementary School, professional baseball cheerleading, singing by talented performers, lucky draws, and a fun challenge game with barricades by hiking. These activities not only promoted family bonds but also strengthened the cohesiveness within CSC.

CSC’s 52nd Anniversary Celebration and Year-end Raffle
In 2023, coinciding with the 52nd anniversary of the establishment of CSC, a celebratory event was held on December 9, 2023, in the HsiaoKang Administrative District of CSC. The event was themed ‘Our love, CSC, Thriving Sustainably’, hoping that all colleagues will continue to strive for a sustainably shining future. On that day, approximately 6,000 employees and their families took part in the event. Additionally, on December 11, a year-end lucky draw was held at the company’s welfare restaurant, as a gesture of gratitude to employees for their hard work throughout the year.
