Employee Welfare

CSC places great importance on employee well-being and is committed to creating a safe, inclusive, and attractive working environment. To support this objective, the China Steel Employee Welfare Committee, comprising 27 representatives from both labor and management, is responsible for the overall planning and implementation of employee welfare programs. These programs include employee convenience shop, cafeteria, resort, single dormitory, gym, commute bus, laundry service and reading room. Where appropriate, selected welfare facilities are also made accessible to contracted labors and local residents.

Through a comprehensive welfare framework and the ongoing organization of employee leisure and family-oriented activities, the company supports employees in maintaining physical and mental well-being, enhances family engagement, and strengthens organizational cohesion. These initiatives contribute to talent attraction and retention and support the long-term sustainable development of the company.

In order to provide recommendations for improving service quality and pinpointing areas that required improvement, the General Affairs Department conducted an employee satisfaction survey for the welfare center in November 2025. The survey included a wide range of themes, including product or ingredient quality, service quality, environmental quality, pricing, suggestions for improvement, and overall performance, with a coverage percentage of 6.43%. Employees that participated in the study showed a high level of satisfaction with the overall service quality of the welfare center, with an average score of 85.3. We hope the welfare center will continue to enhance its offerings in order to increase employee happiness.

  • Improvement Plan

      Based on the 2025 survey results, the following improvements and projects are planned:

    • Enhance the overall nutritional content of the lunchbox menu by rotating the vegetable varieties, adding more protein, and improving the cooking and seasoning.
    • To promote healthy eating, we introduced low-GI light meal lunchboxes this year, which received great feedback. In the future, we'll look into expanding supply.
    • The buffet restaurant will install a new vegetable pesticide testing system to ensure food safety.
    • In order to encourage employees (consumers) to buy more of these products, the employee convenience shop will continue to promote daily household energy-saving and environmentally friendly products. The employee convenience shop will periodically collaborate with suppliers to organize promotional group-buying activities.
    • Optimizing the welfare center's online shopping system, making it simpler for members and boosting operational effectiveness to expand the selection of goods that can be purchased online.
    • To broaden the scope and depth of services and better meet the diverse needs of employees at the headquarters, the CSC Group Resort will continue to engage high-quality external vendors for short-term exhibitions.
    • To encourage employees to build exercise habits, we will continue to replace outdated gym equipment (treadmills, blood circulation machines, and resistance machines) in the gym.
Event Summary
Cafeteria The CSC Employee Welfare Committee operates various types of restaurants including a buffet restaurant, Ming Pang Hall, and restaurants within the CSC Group Resort. These facilities offer a variety of dining options, including Chinese and Western style buffets, boxed meals, and banquets.
Employees Residence Priority will be given to new employees whose original residence is outside Kaohsiung city; there were 794 residents in 2025.
Transportation Subsidy To promote public transportation, CSC provided special subsidies for the “TPASS Kaohsiung City 399 TWD Monthly Commuter Pass” promotion project. In 2025, an average of approximately 581 employees applied each month, with the company providing an average monthly subsidy of NT$57,511. In addition, CSC operated 15 shuttle bus routes to support employee commuting, with about 550 riders.
Gym The fitness center at CSC has a SPA, a heated swimming pool, a billiard room, a basketball court, a badminton court, a table tennis room, and a ballroom. These facilities are available for employees, their family members, and residents of Hsiao Kang District.
Childbirth Gifts In 2025, the CSC Employee Welfare Committee distributed a total of 2.2 million TWD in childbirth cash gifts to (including 1.61 million TWD for CSC’s employee and the rest for subsidiary companies).
Education Scholarships The CSC Employee Welfare Committee offers scholarships or financial aids for the children of employees at all education levels from elementary school to PhD. In 2025, it received a total of 13,108 applications and awarded a total of 22.32 million TWD.
Group Insurance from the Employee Welfare Committee In order to enhance the protection and welfare of all employees, the CSC Employee Welfare Committee has specially liaised with insurance companies to plan group insurance for members. The insurance covers the employees themselves, spouses, children and parents. The insurance package includes group life insurance, accident insurance, hospitalization and cancer treatment.
CSC Kindergarten The kindergarten was established with the support and guidance of the CSC Employee Welfare Committee. It aims to create a nurturing and friendly environment for children, with priority given to the enrollment of children of CSC employees.
Club Activities The CSC Employee Welfare Committee has set up 39 clubs and allocates funds every year to organize various activities, including sports, fitness, leisure, art and charity events. It aims to promote clubs' affairs and enhance the mental and physical health of members.
Flexible Welfare Points Subsidies The CSC Employee Welfare Committee allocates welfare points from the annual budget. Members can choose the welfare items according to their own needs. Currently, 16 items are available for application. For the needs of elderly employees, the welfare committee provides options such as full-body precision health check, care and support for the family members, self-paid additional insurance for major diseases, and remote health care.
Health Examination The items and frequency of employees' health examinations are better than required by law, for further information please refer to the Chapter 4.4.2 Health Care.

Club Activities

CSC has encouraged its employees to take part in club activities. As of the end of 2025, the CSC Employee Welfare Committee had established a total of 39 clubs along with leisure and sports venues. These initiatives have been designed to foster a supportive environment that can be utilized to strengthen the health and overall well-being of employees.

A Large-scale Outing Held for Employee Family Members in 2025

The CSC Employee Welfare Committee organizes large-scale employee recreational and family bonding activities on a regular annual basis. In 2025, the event attracted approximately 17,000 employees and their family members and was held at Cheng Ching Lake. The program featured West African juggling performances, professional baseball cheerleading shows, live performances by accomplished singers, interactive dance sessions led by children's TV hosts, lucky draws, and fun challenge games. The event not only strengthened family relationships but also enhanced organizational cohesion.

CSC's 54nd Anniversary Celebration and Year-end Raffle

The 54th Anniversary Celebration of CSC was held on December 13, 2025, at the administrative area of the Hsiao Kang Plant. Centered on the theme “WITH (54) CSC, Sustaining the Legacy,” the Chairman reaffirmed the Company's commitment to proactively securing market positions, strengthening competitiveness through transformation, and continuing to build a solid foundation for Taiwan's industries and future development. He encouraged all employees to remain united—safeguarding equipment, controlling costs, expanding markets, advancing transformation, promoting R&D, and refining processes—to jointly create sustainable value.

The anniversary celebration featured a variety of spectacular stage performances that energized the atmosphere. The venue also hosted employee fun competitions, a food fair with 36 stalls, street performer shows, a children's inflatable play area, parent-child challenge games, large-scale Christmas-themed art installations for photo opportunities, and a service booth welcoming retired employees back to the Company. In the auditorium lobby, 19 employee clubs showcased creative and engaging activities—including entertaining performances, food and beverage tastings, and interactive games—to attract new members. The lively event was filled with laughter and joyful moments throughout the day.

In addition, the popular plant tour bus rides and visits to the Company's Heritage Museum were arranged, allowing employees and their families to gather, interact, and enjoy quality leisure time together through this annual celebration. Approximately 5,500 employees and family members participated in the event.

Furthermore, on December 15, 2025, the Welfare Committee held its year-end lucky draw event at the buffet restaurant to express appreciation for employees' hard work and dedication throughout the year.
