Introduction

China Steel Corporation attaches great importance to climate change and net-zero carbon issues. Mechanisms have been established to address climate risks and opportunities, which include the short-term carbon reduction targets as well as long-term plans to achieve carbon neutrality. We proactively respond to the challenges and aim to strengthen strategic cooperation with domestic and international peers, green energy industries, suppliers, and academic institutions to minimize the impact of climate change on the industry chain and systematically prevent and mitigate the impacts of climate change.
This questionnaire aims to survey the climate policy preferences and implementation status of organizations that China Steel Corporation involved. The purpose is to understand the extent to which these organizations align with climate goals.

Introduction
Structure

1. This questionnaire was distributed to a total of 87 organizations. 54 valid responses were received, for an effective response rate of 62%.
2. Questionnaire Structure: From initial awareness to actual action, the questionnaire is divided into four major stages. The questionnaire items for each stage are as follows:

Result

Awareness

  • 94.44% of respondents expressed their concern about information and trends related to climate change and net-zero carbon emissions.
  • 85.19% of respondents have motivations to address climate change and promote initiatives related to achieving net-zero carbon emissions. Among them, 59.09% indicated that their motivations align with the directions of their organizations' fields, while 40.91% stated that their motivations are driven by legal regulations.

Intent

  • 87.04% of respondents indicated that their organizations have at least one executive/management/board member who possesses the capability to understand and address climate-related issues.
  • 51.85% of the organizations' executive/management/board members are currently engaged in supervising and managing climate-related issues. Moreover, 42.31% of the organizations that have not yet started dealing with climate-related issues are planning to undertake such supervision and management within the next two years.

Evaluation

  • 16.67% of respondents have already applied for or plan to seek government assistance specifically for the issue of achieving net-zero emissions.
  • 16.67% of respondents have established processes for identifying, assessing, and addressing climate-related risk management. Among the organizations that have not yet established such processes, 22.22% have plans to introduce climate-related risk management processes within the next two years.

Action

  • 51.85% of respondents have already implemented or planned practices related to climate change and achieving net-zero carbon emissions.
  • 85.19% have already undertaken or planned efforts to promote climate change adaptation and the trend towards achieving net-zero emissions among their members.
  • 35.19% of organizations provide incentives or guidance measures to their members in addressing climate change and achieving net-zero carbon emissions. Additionally, 53.70% of organizations have plans to provide such incentives or guidance measures to their members in the future.
Analysis
  • Over 85% of the surveyed organizations have shown concern for climate change and net-zero carbon emissions. They also possess motivations to respond to future changes and trends in this issue.
  • 87% of the executive/management/board members have the ability to understand and address climate-related issues. However, currently only half of the organizations are supervising and managing climate-related issues. If we consider 20% of the organizations that express willingness to have management members supervise and manage climate-related issues within the next two years, it is expected that about 70% of the organizations will engage in such activities.
  • Less than 20% of the organizations have applied for government assistance in net-zero emissions and have established processes to address climate-related risks. However, within the next two years, it is expected that the share of the organizations adopting climate risk management processes will increase to 35%.
  • 85% of the organizations have been promoting climate change adaptation and the trend towards achieving net-zero emissions among their members. Half of the organizations have already undertaken or planned initiatives related to this issue. Additionally, 35% of the organizations provide incentives or guidance measures to their members.
  • In summary, the majority of organizations which China Steel Corporation involved have made progress in promoting and adapting to climate policies. They are committed to taking concrete actions and implementing practical measures to mitigate the impacts of climate change to create an even more environmentally friendly and resilient future. Still, organizations will contribute to net-zero carbon emissions activities in a more proactive and feasible manner if risk management and guidance measures are strengthened.
