Contract Management

In order to pursuit the goal of extensive contractor management, CSC began drafting its “Contractor Management Regulations” in 1980. It specifies work contents, types, associated managing units and their respective responsibilities. There are also additional guidelines such as “Contractor Safety and Health Management Regulations”, and “Contractor Environmental Protection Management Regulations”. All regulations, including penalties are incorporated in all contracts. Key rules regarding aspects of human rights, company governance, safety and health, energy and environment, are summarized as follows:  

Human Rights

  • Prevention of sexual harassment in the workplace should be in place.
  • Violation of using child labor is subjected to a fine of NT$30,000 for each incident.
  • Proof of insurances for employees as regulated by law shall be presented to CSC during monthly payment process. Failure to do so is deemed as an incomplete process, which would result in delayed payment.

    Company Governance

    CSC has the right to terminate all contracts signed with the particular contractor if one of the following conditions is present:
  • Contractors fail to provide a written notice when owner(s) of the contractor or personnel related to the contract are also appointed managers, employees, part-time employees or their spouses, immediate family members or consultants of CSC.
  • Give any form of bribery, gifts, commission, rewards or other illegitimate benefits to appointed managers, employees, part-time employees or their spouses, immediate family members or consultants of CSC.
  • Scoring below 70 in annual evaluation would be prohibited to extend the contract for another term.
  • Safety and Health

  • Must comply with “Contractor Safety and Health Management Regulations”, “Work Permit Management Rules”, and” Safety and Health Work Rules”.
  • Contractors had contracts terminated or disqualified for any work in CSC due to occupational accidents must provide comprehensive job safety improvement plans for approval before resuming their qualifications.
  • Must have and implement incentive programs designed to encourage good performance in job safety, and provide program details to CSC.
  • Participate in trainings and job safety related activities organized by CSC and receive reimbursement of NT$160/hour per person once certified.
  • Energy and Environment

  • Participate in trainings and job safety related activities organized by CSC and receive reimbursement of NT$160/hour per person once certified.
  • Contractors' use of electricity would be billed by CSC based on electric meter readings. CSR website: CSC's contractors were billed 5.02 million TWD with an electricity consumption of 1,340 MWh in 2022.
  • CSC's “Contractor Environmental Protection Management Regulations” entailing energy demand management, requests appropriate energy saving actions, which would be audited on a regular basis.
